G4S and Serco under review after tagging fiasco

LONDON (Reuters) - Britain on Thursday placed all contracts held by outsourcing firms G4S and Serco under review after an audit showed they charged for tagging criminals who were either dead, in prison or never tagged in the first place.

The news, which wiped millions of pounds off the firms' value, was the latest blow in a torrid spell for G4S which makes around 10 percent of its 7.5 billion pounds turnover from British government work.

Its reputation was severely hit last year when it failed to provide enough security guards for the London Olympics and a profit warning in May led to the departure of long-serving chief executive Nick Buckles.

G4S shares have slipped by over a quarter in three months.

The government said Serco had agreed to co-operate with an audit of all its contracts and it had asked the Serious Fraud Office to consider carrying out an investigation into G4S which declined to allow a further review into the tagging deal.

The companies are two of the government's biggest suppliers and run services from prisons and immigration centres to transport.

The current tagging contract was worth around 50 million pounds to G4S. UK public sector work, which also includes local government contracts, accounts for just under half of Serco's 4.9 billion pounds revenue.

Shares in G4S fell 5 percent to give it a market value of 3 billion pounds. Serco shares were down 8 percent, valuing it at 3.1 billion pounds.

"The House will share my astonishment that two of the government's biggest suppliers would seek to charge in this way," Justice Secretary Chris Grayling told MPs in parliament.

"The current estimate is that the sums involved are significant, and run into the low tens of millions in total, for both companies, since the contracts commenced in 2005," he said, adding that he had no information to suggest the two firms had knowingly engaged in dishonest practices.

The news is unwelcome for the Conservative-led coalition government which has ramped up the rate of work it outsources to private firms which say they can do it cheaper.

Wider scrutiny of outsourcing deals is forcing ministers to try and spread some business to smaller firms.

"Today's announcements strengthen our view that UK outsourcing is going to remain a tough place to be ahead of the 2015 election," analysts at Westhouse said.

REPUTATIONAL HIT

The Ministry of Justice (MoJ) said on Thursday an audit found some instances of tagging charges for people who had died, people who were back in prison and had their tags removed, and for people who had not been tagged at all.

The audit also revealed that some of the issues around tagging, which monitors whether offenders are adhering to curfews and are a cheaper alternative to prison, were first discovered by the MoJ in 2008 but were not addressed.

Grayling said he wanted an independent forensic audit of the contracts to rule out any foul play, to which Serco had agreed and G4S declined.

G4S, the world's biggest security firm, said it was running its own review and would reimburse any money that is owed. "G4S believes that any evidence of dishonesty should be referred to the relevant authorities, including if appropriate, the SFO," it said.

It said it would work with government on the audit of all other contracts.

Serco CEO Christopher Hyman also said it would repay any amount that was due. "We will not tolerate poor practice and behaviour and wherever it is found we will put it right."

Serco said the award of a prisons contract in Yorkshire would be delayed and added it had withdrawn from bidding for a new tagging contract due worth up to 150 million pounds a year, according to analysts.

G4S remained in the running for that contract but the MoJ was reviewing whether to exclude the firm from competition.

Chinese Exports Slump Most Since 2009

Equity futures markets (US and Asian) and AUD are sliding off overnight highs amid the worst YoY exports performance in China since October 2009.

The 3.1% drop (compared to expectations of a 3.7% gain) is the biggest miss in a year and the first negative print since January 2012 - making the second big miss in a row as the 'fake' trade data driven by the shadow-banking-arbitrage is unwound out of historical data.

Notably, related to the CCFD debacle, copper imports fell 20% in H1 2013 compared to H1 2012 - which helped to create another huge miss in China imports data overall (-0.7% vs expectations of a 6.0% jump). It is perhaps no surprise - given the sheer size of these misses, that China Customs officials stated that 'the country faces serious challenges in exports and imports." ?

They blame weak external demand, higher labor costs, and a strong Yuan as the vicious export-driven economy-slowdown drags on industrial production's import demand.

Battling to buy Cube World? Blame the DoS attacks

Last week Wednesday saw the very quiet release of Cube World in its alpha form. The husband and wife development team have opted to release the game in a similar manner to how Minecraft was released; earlier, less complete versions of the game will cost less than the final version. Because the game has had a lengthy gesitation period, it?s managed to build up a sizable amount of hype. This resulted in their website experiencing overwhelming traffic, which meant that a lot of people weren?t able to buy the game.

Shortly after Cube World became available, developer Wolfram and his wife Sarah were forced to take their shop offline. Since Wednesday it?s been down to blind luck and obsessively following Cube World social media that?s allowed people to buy the game when the store is available.

Nearly a week later and Wolfram has confirmed that the reason their servers have battled so much isn?t because of a high demand. Instead it?s because of a Denial of Service attack from somewhere.

?Initially we assumed the fault was on our side, like our download/updating system could be broken, so we closed the sale and improved our system. But it turned out that all these problems were the result of DoS attacks. It seems that someone is trying to systematically damage us and our business. The attacks usually occur during evening/night as soon as we open our store or user registrations. The attackers obviously want to prevent us from selling our game.

Being just a small team (my wife and me), we didn?t expect such things. We just tried to make our game available in its early state in the best possible way, which is on our homepage, where we can directly communicate with the community and provide patches and updates easily.

Fortunately, we can sell the game outside of the attacks without problems, and, we?re now extending our servers and team to handle the remaining issues. We don?t have an ETA for this yet.?

It seems that some people out there just can?t handle all that cuteness in a video game. These DoS attacks are a really crappy thing for the Cube World team to have to put up with this early on. Have you managed to get hold of the game? If you have, how are you finding it so far?

China Telecom, STMicroelectronics and Other Tech Stocks Analysts Are Bullish On (CHA, STM)

Despite the uncertainty about the end of the Fed's quantitative easing, the slowdown of the Chinese economy and the ongoing economic difficulties in Europe, analysts are still optimistic about certain stocks.

Here is a quick look some dividend payers in the technology sector that have a consensus recommendation of analysts of Strong Buy. And based on their mean price targets, analysts see more than 10 percent potential upside in these stocks, relative to their current share prices.

Shares of ABB (NYSE: ABB) are trading about three percent higher than six months ago, following a more than three percent pop in the past two weeks. Analysts have overestimated the earnings per share (EPS) of this maker of power and automation technologies in the past four quarters.

The Swiss company has a dividend yield of more than three percent and a market capitalization of more than $49 billion. The long-term EPS growth forecast is greater than 11 percent. Over the past six months, the stock has outperformed competitor Siemens (NYSE: SI).

Advanced Semiconductor Engineering (NYSE: ASX) is more than six percent lower in the past six months, despite a more than five percent bump in the past two weeks. The Taiwanese provider of semiconductor packaging and testing services is expected to show more than seven percent revenue growth for this year.

Advanced Semiconductor Engineering has a market cap of more than $6 billion. The dividend yield is about 1.7 percent, and the long-term EPS growth forecast about 20 percent. Over the past six months, the stock has underperformed competitor Silicon Precision Industries (NASDAQ: SPIL).

China Telecom (NYSE: CHA) shares are down more than 13 percent in the past six months, and they have traded mostly between $46 and $48 since the end of May. The Beijing-based company is expected to post earnings and revenue growth of more than 12 percent this year.

This former state-owned monopoly has a market cap near $38.8 billion, a dividend yield of about 2.1 percent and a long-term EPS growth forecast of more than 14 percent. Over the past six months, the stock has outperformed China Unicom but underperformed Nippon Telegraph & Telephone.

China Unicom (Hong Kong) (NYSE: CHU) is down more than 19 percent from six months ago, and trading in the same neighborhood as a year ago. The provider of cellular and broadband services in China is expected to post more than 17 percent growth in revenue this year and about 14 percent next year.

China Unicom's market cap is near $31.5 billion, and the dividend yield is about 1.3 percent. The long-term EPS growth forecast almost 41 percent. The stock has underperformed rival China Telecom and the Nasdaq over the past six months.

Minnesota-based MTS Systems (NYSE: MTSC) saw its shares pull back about six percent in June, but they are still trading almost 11 percent higher than six months ago. The $926 million market cap company is expected to post lower EPS in the current quarter and the full fiscal year.

MTS Systems has a dividend yield is about 2.1 percent and a return on equity of more than 20 percent. Short interest is more than four percent of the float. Over the past six months, the stock has narrowly underperformed the likes of Illinois Tool Works (NYSE: ITW), as well as the broader markets.

Nippon Telegraph & Telephone (NASDAQ: NTT) is trading more than 23 percent higher than six months ago, though it has pulled back about three percent from a multiyear high in May. Its revenue and earnings both declined year-over-year in the most recently reported quarter.

Tokyo-based NTT has a $62.4 billion market cap and a dividend yield of about 3.7 percent. The long-term EPS growth forecast is only about four percent. The stock has outperformed the Dow Jones Industrial Average and the S&P 500 over the past six months.

The share price of STMicroelectronics (NYSE: STM) is up more than 24 percent in the past six months, as well as more than 81 percent in the past year. This Swiss semiconductor maker is expected to have swung to a small profit in the most recent quarter, despite a year-over-year slip in revenues.

The $8 billion plus market cap company has a dividend yield of more than four percent, but a long-term EPS growth forecast of only about five percent. Over the past six months, STMicroelectronics has outperformed NXP Semiconductors (NASDAQ: NXPI) and the broader markets.
